What
is SYLVIE aiming at?
SYLVIE
is aimed at alleviating noise, and achieving a significant reduction
in noise disturbance in parts of the 5th and 12th district of
Vienna.
SYLVIE
will help those involved to identify and exploit the existing scope
for action.
SYLVIE
is action oriented. This demands both an overall perspective of
the advantages and disadvantages of living together in cities, and
an innovative approach to project implementation methods.
SYLVIE
is aimed at initiating and supporting cooperation. Noise reduction
in urban residential areas demands wide-ranging and systematic cooperation
in order to achieve the necessary measures and changes in behaviour.
How
will it work?
The
SYLVIE noise abatement project consists of the following
components:
- A noise analysis
in the selected abatement area.
At first
all data about the noise situation in the pilot area was being
collected as completely as possible. Apart from noise
measurements carried out by the Council of Enrvironmental
Concerns MA 22, the TEAM SYLVIE also asked the locals to state their noise problems in street interviews and by answearing
the postcards, that had been sent to all households in the area.

SYLVIE
will also involve negotiation on the resolution of conflicts
between those causing noise and those disturbed by it (neighbourhood
noise, noise in parks and green areas, restaurant noise, traffic
noise, etc.).

Public
relations work, awareness campaigns and an online information
system. The PR work is aimed at establishing and maintaining
a dialogue with the general public. It supports the objectives
of the project by offering opportunities for information and
communication. It gives SYLVIE an internal and external information
platform.
SYLVIE will
have a project budget of ATS 11 million (EUR 800,000) spread over
three years, and will attract a 50% subsidy from the EU.
Who is
working in the SYLVIE Team ?
The SYLVIE
Team consists of an interdisciplinary group of experts.
The MA 22 - Department of
Environmental Concerns of the Vienna City Council is
responsible
for the overall
project management .
SYLVIE solves noise problems by
cooperating with everyone involved in the noise conflict. Those
may be residents that are interested in the topic or being disturbed
by noise and representatives of institutions that are being
confronted with noise problems - e.g. district management, park
management, schools, the police,
local environment committees and different municipal
authorities.
